Penza, 21 August 2013. PenzaNews. The new road over the river Sura, which is currently under construction in Penza as a part of the federal target program for the destruction of chemical weapons in the Russian Federation, will be partially put into operation, as planned, in September 2013. This was stated by the director of the Department of treaty obligations of the Ministry of Industry and Trade of Russia Viktor Kholstov during his visit to the construction site on Wednesday, August 21.

“Construction will be completed by the day of the celebration of the city’s anniversary,” he said, noting that the date of the official opening of the road will be announced later.
Viktor Kholstov gave high evaluation of the work pace in the final stage.
“Construction has been on for 6-7 years, and last year the readiness of the facility was approximately 60%. Almost 40% of the amount of work was performed this year. And I am quite satisfied with the quality,” the representative of the Ministry of Industry and Trade of the Russian Federation noted.
According to him, the object under construction is unique for Russia, because, on the one hand, it is built for evacuation of people in case of emergency situations in the village Leonidovka, where chemical weapons are being destroyed, and on the other hand, it is an important step in the development of the transport infrastructure of the city.
In turn, the governor of the Penza region Vasily Bochkarev, who also inspected the road personally, expressed his gratitude to the representatives of the federal government for taking a political decision on the necessity of such an overpass.
“No other area having plants for the destruction of chemical weapons possesses similar facilities. And we are coming closer to the completion of such an expensive project which is being funded from the federal budget,” he explained.
The head of the region expressed the hope that the new overpass will lessen the traffic tension in the center of Penza, connecting the right and left banks of the river Sura.
The bridge-overpass over the river Suru and the railroad in Penza are 1,603 meters long. The facility provides two lanes in each direction, as well as three in and out roads.
The structure to be put in operation first includes the main body of the bridge, two in and two out roads — in Zlobina, Serdobskaya, Uritskogo streets, engineering facilities, including the local sewage treatment plant, transformer substation, outdoor and architectural lighting and replacement of windows in the houses located in the area of construction noise impact.
The structure of the second part to be commissioned includes one in and one out road — in Zlobina and Serdobskaya streets, resettlement and demolition of two houses located in the construction site.
