Over 100 residents of Penza participated in rally against government's policy in housing and communal services

Penza, 23 August 2013. PenzaNews. Over 100 people took part in a rally against the government's policy in the housing sector, organized by the city committee of the Communist Party of Penza.

The members and supporters of the party were holding banners with slogans: “Utility receipts as death notice during war. Scary...,” “Housing costs under control of population,” “We demand radical reduction of utility rates,” “Honor and prosperity for Pensioners! Bring back benefits to veterans and the disabled,” and others.
During the event, the participants adopted a resolution addressed to the representatives of the federal, regional and local authorities with a statement that their policy in the housing sector leads to violation of constitutional rights of the citizens.
“The state represented by the local authorities failed to fulfill their obligations in terms of total inventory of residential houses, their overhaul and transfer to management companies or the owners themselves,” the document, a copy of which is available to news agency “PenzaNews,” reads.
The resolution also notes the adjustment of payments for hot water, conducted by the management company in 2009 and 2010.
“The prosecutor's office of the city and region declared that those adjustments were illegal, the district and regional courts also recognized the actions of the management company as illegal. However, even after all this, the management company is not considering the option of refunding illegally collected sums,” the document reads.
Among the requirements presented by the protesters to the leadership of the region and Penza are limitation of the growth of utility rates according to inflation, repayment of illegally adjusted funds in 2009-2010, and return of the companies serving the housing to the municipal property.
In addition, the resolution stresses the need to bring the rates for heating and hot water supply in accordance with applicable law, and the fact that the unpaid costs for the needs of the house should not be passed on to the conscientious payers, and bank charges, when paying the bill, must be abolished.
Penza protest finished without incidents, none of the participants was detained by law enforcement officers.
