“In March 2013, the former inmates of orphanages received the keys to the apartments in the houses on Svetlaya St, but they still did not manage to move in,” the coordinator of Penza regional branch of the Liberal Democratic Party Mikhail Usov told news agency PenzaNews on Tuesday, 27 August.

He said that the young people have a number of complaints about the quality of the housing.

“Since the houses were built on the territory with underground springs, cracks appeared in the basement and walls, the tiles are falling off, in some rooms there is water on the floor which causes mold. In addition, the gas pipes are sealed because the orphans refused to pay for the contractor’s gas flow. It is worth noting that the finishing of the apartments is also poorly performed — different pieces of wallpaper hang on the walls, linoleum is laid in the same manner, and sockets are falling out of the walls,” the agency interlocutor commented.

According to Mikhail Usov, the houses for the orphans were built far from the city center, which makes it difficult to do grocery shopping, attend schools and kindergartens and other social facilities.

“The process of commissioning of these houses is also very questionable. The future owners were immediately forced to sign an acceptance report without even receiving the keys. In addition, the administration of Kamenka used to assure that the adjacent land will be handed over to the orphans, but now the local authorities are offering to buy it,” he said.

The coordinator of Penza regional branch of LDPR also added that the first judicial hearing has been scheduled for Wednesday, August 28.
