According to him, the problems connected with registration to medical specialists, including the electronic queue, are relevant to all Russian regions.

“There is currently no unified registration software. To really control the situation, I have already made a decision and organized a separate institution within the Ministry of Health that deals with dispatch control of the patients. I have not reported about this yet, but I appointed there people who have extensive experience in organizations of the health system. They have already started to work,” Vladimir Stryuchkov informed the governor of the Penza region Vasily Bochkarev during a meeting with journalists of the regional media.

According to the minister, every medical institution now has a person in charge of dispatch control.

“In addition, all the major hospitals were instructed to make head nurses and hospital managers start their working day at the reception. We are aware that the main problem of patient flow management is the wrong organization of the registry itself,” he explained.

Vladimir Stryuchkov acknowledged that the registration system in current use is not perfect and has numerous flaws.

“Neither people, nor the software are ready for an electronic queue. The crowds of pensioners also show that — they need a live queue, they get to talk there. The system needs time,” the Minister of Health of the Penza region explained.

He also noted that the issue of regulating the flow of patients is by far the most painful.
