Penza, 25 September 2013. PenzaNews. The first act of amnesty was applied by Luninsky area Attorney in the Penza region to the citizen convicted under Art. 177 of the Criminal Code “Malicious evasion of accounts payable.”

“On March 15, 2013 Pervomaysky District Court of Penza sentenced a man to 240 hours of compulsory work, and the man was also registered in the criminal-executive inspection of Luninsky area. Moreover, enforcement proceedings were instituted against him to recover 11,5 million rubles of debts,” the press secretary of the regional management of the Federal Penitentiary Service of Russia Andrei Popkov told news agency “PenzaNews.”

He added that in July the magistrate’s court made a decision under which the convict was required to pay 3,5 million rubles.

“The citizen paid the debt, and enforcement proceedings against him were stopped allowing the convict fall under the first act of amnesty,” the agency interlocutor commented.

On July 4, 2013 the law “On amnesty” came into force. This document applies to convicts under 27 articles of the Criminal Code, including the so-called “economic crimes.”
