Deputies of Penza City Duma suggest restricting alcohol sale from 21.00 to 9.00

Penza, 27 September 2013. PenzaNews. Penza City Duma deputies appealed to the governor and the Legislative Assembly suggesting restricting alcohol retail sale by organizations and individual entrepreneurs while their rendering food services within residential buildings from 21.00 to 9.00. Head of Penza Yuri Alpatov read out the text of the appeal during the 54th session, which took place on Friday, September 27.

“Residents of the houses, where shopping and public eating facilities are located, complain about noise and breach of the peace at nighttime in the surrounding area, which is in the first place connected with the alcohol consumption,” the document says.
It goes on to say that alcohol consumption by the citizens close to the residential houses interferes with people’s rest during the evening and night, causes mental discomfort, uncontrolled pollution and public property damage.
According to the City Duma deputies, problems caused by the excessive alcohol consumption are common for all Russian regions.
“I believe such restrictions will lead to a positive public reaction, since people are sick and tired of this disgrace,” Yuri Alpatov concluded.
