Penza governor forbids his subordinates to smoke

Penza, 15 November 2013. PenzaNews. Penza Governor Vasily Bochkarev signed an order banning smoking at the premises, occupied by the government of the region, including workplaces.

According to the document, a copy of which was given to news agency “PenzaNews,” the heads of the departments of the Penza region government should get the officials informed under signature about disciplinary, civil and administrative liability for violations of the legislation in the sphere of health protection of citizens from the effects of the tobacco smoke and the effects of tobacco use.
The head of the government’s staff department and the government of the region Viktor Rubtsov is responsible for the control over the order execution.
On Friday November 15, changes to the Administrative Offences Code of the Russian Federation and the Advertising Law came into force, concerning the implementation of the Federal Law on Health Protection of Citizens from the Effects of the Tobacco Smoke and the Effects of Tobacco Use.
In particular, the Administrative Offences Code prescribes a fine for smoking at children playgrounds in the amount from 2,000 to 3,000 rubles. There was also established liability for inciting non-adults to smoking – from 1,000 to 2,000 rubles; in case the ban is broken by parents or legal representatives of the child, they will have to pay 3,000 rubles. For smoking in public places, citizens will be charged with a fine amounting to 500–1,500 rubles.
Having enough competence, authorized district police officers and officers of alert units and departments of administrative legislation will make up protocols and deal with cases on administrative offences of the category.
The same rights will be granted to officers of Patrol and Inspection Service and Non-adult Affairs Department.
Officials of Federal Supervision Agency for Costumer Protection and Human Welfare also can bring breachers to responsibility for selling tobacco products to non-adults.
In addition, there was also established liability for not meeting the requirements of the legislation concerning separating and equipping special places for smoking.
