Oleg Sharipkov: Penza authorities do not pay attention to land seizure in city center

Penza, 21 November 2013. PenzaNews. Penza authorities and representatives of supervisory bodies do not pay attention to the land seizure in the city center. This opinion was expressed by the executive director of the “Civil Union” fund Oleg Sharipkov.

“For a long time, near the building of our office I have been watching a nasty scene of the impudent urban land seizure by a bunch of Manfreds and Cains. It all started 7 years ago. When the house on 62, Uritsky Street was being built – and it is the very center of the city: Rostok monument and the Penza Hotel are close, the Lenin square is 200 meters away – many crooks wanted to run that long-suffering house. Yet another crook, having become the director of Homeowners Association, on his own, without a decision of the general meeting, gave the land belonging to the house to the municipality. And they seemed to have been longing for it. And on the same day, the decision was made and the land passed to some neighboring garage cooperative,” Oleg Sharipkov wrote in his blog in Live Journal.
He added that 30 garages in three lines were built there afterwards.
“The owners are mainly from the house in Gorky Street, popularly called General’s house,” the head of the non-profit organization noted.
According to him, at present the new director of Homeowners Association is trying to get the land back through the court process.
“And the cheater, pay attention here, became the chairman of the garage cooperative, which the city administration, by good luck, gave the land to. Well, you got the idea how it had been set up. These […] garages should have been pulled down long ago, since the City Duma deputies regularly say that there is no land in the city center and that public gardens are cut down because of parking lots, but here we see a whole hectare with 27 garages in the city center 200 meters away from the Lenin square and the regional government,” Oleg Sharipkov added.
According to him, two sheds, set in 2012 by the chairman of the garage cooperative, are also an attempt to illegally occupy the municipal land.
“And most recently, having cut some trees before the face of the Department of Construction of the Penza region government, they wanted to fix a shed right next to the traffic lane. But something went wrong. And then, having cut some bushes at night, the guys fixed the shed in the other side of the building. That is how we should […] work in Penza, do not care at all, cut everything down right in front of the authorities and do things for our own precious self,” the executive director of the “Civil Union” fund concluded.
