Penza deputies support drug testing of pupils

Penza, 22 November 2013. PenzaNews. The deputies of the Legislative Assembly of the Penza region unanimously supported the changes to some regional laws establishing the basis and procedure of measures taken to early detect persons, consuming narcotic drugs and psychotropic substances.

The bill was presented to the people’s deputies by Valery Savin, the deputy chairman of the Penza region government.
He said that two new notions were introduced in the regional laws – prevention of the illegal use of narcotic drugs and psychotropic substances as well as their early detection.
“According to the bill, early detection involves socio-psychological testing of students of educational institutions. It is conducted with the written informed consent of students of the age of 15 and over or their parents,” Valery Savin said in the course of the thirteenth session of the regional parliament, held on Friday, November 22.
The deputy chairman of the regional government also added that in case the drug use is detected, pupils will be sent in the specialized medical organization providing help in narcology.
