Penza region among top 10 in rating of corruption in public procurement

Penza, 12 December 2013. PenzaNews. The Penza region took the tenth place in the rating of corruption in public procurement in the regions of the Russian Federation prepared by the public organization “Safe Motherland” for nine months of 2013.

“The rating is based on the official information from the portal of public procurement. To calculate the rating there were used five indicators: reasonable complaints; tenders with only one letter of interest received; procedures with only one participant allowed; bids with the cost reduction of less than 5%; as well as tenders when the ordering party refuses to sign a contract with the winner,” the press service of the public organization “Safe Motherland” told news agency “PenzaNews.”

According to the data, there were 9,115 procurement procedures in the Penza region with a total sum of 24 billion 917 million 389 thousand 702 rubles.

In terms of these parameters, the region got the following results: cases of reasonable complaints – 0,11% (10); tenders with only one letter of interest received – 24,25% (2,210); procedures with only one participant allowed – 9,94% (906); bids with the cost reduction of less than 5% – 51,14% (4,661); tenders when the ordering party refused to sign a contract with the winner – 0,26% (24).

The final index for the Penza region is 85,69 points.

The leader of the rating of the corruption in public procurement is Chechnya with the index of 123,11 points. There were 7,586 procurement procedures for over 19 billion rubles.

The second place belongs to Dagestan with the index of 106,25. There were 7 thousand 810 procurement procedures for more than 24,8 billion rubles.

The top 10 also includes Kalmykia, Chukotka Autonomous Okrug, North Ossetia-Alania, the Novgorod, Belgorod, Tyumen regions and the Republic of Sakha (Yakutia).

“Safe Motherland” is an all-Russian public organization that promotes protection of the rights of citizens and the security of society.

It was registered on 16 May 2011. A year later, it got the status of the all-Russian organization.

Currently, it is running three projects – Social Control, Safety Patrol, and National Priorities.

“Safe Motherland” has about 50 branches throughout Russia.
