Over 300 people in Penza region formally amnestied

Penza, 23 December 2013. PenzaNews. More than 300 people are formally included in the amnesty in the Penza region. This was reported by the Deputy Head of the Russian Federal Penitentiary Service in the Penza region Alexander Kachkurkin during a meeting with journalists on Monday, December 23.

“These are minor offence convicts with non-custodial penalties. These are persons with a suspended sentence – with corrective labor or restriction of freedom imposed. They are mainly people registered in the criminal and penal inspectorate. There are 304 of them,” Alexander Kachkurkin explained.

The head of the criminal and penal inspectorate of the Russian Federal Penitentiary Service in the Penza region Igor Korshunov said that it concerns various categories of citizens.

“These are persons who committed an offence before the age of 18 – there are 37 of them. These are women with non-adult children – there are approximately 70-80 of them, as well as 6 pregnant women. 26 women and 32 men of the age over 55 and 60 respectively. In addition, first and second group disabled people – 13 people. Persons convicted for participation in mass riots, hooliganism, violation of traffic rules and operation of vehicles are also included, there are 100 people,” he said.

However, Alexander Kachkurkin added that several people in correctional institutions are also included in the amnesty.

“Those are three women with non-adult children, they are serving a sentence in the penal settlement No. 12. One more convict is in the penal colony No. 8. In addition, four arrested persons are at present in the pre-trial detention center No.1. Provided that the qualification of Articles is not changed by the investigation, they will be also included in the amnesty,” the Deputy Head of the Federal Penitentiary Service of Russia in the region stressed.

Continuing the topic Igor Korshunov said that currently all necessary documents are being prepared to guide them to the prosecutor’s office and to the court for taking the decision on amnesty.

He also noted there has been no such broad amnesty since 2000.
