Artur Panteleev found guilty of ignoring media request in regional sports committee

Penza, 20 February 2014. PenzaNews. The chairman of the regional committee of physical culture and sports Artur Panteleev considered a statement by the prosecutor’s office to eliminate violations of the legislation on the media.

“The investigation found that, contrary to the requirements of law, the response to an editorial inquiry of the director of autonomous nonprofit organization “Publishing House “Valentin Manuylov” was not received within 7-day period. In order to eliminate the violations, the chairman of the regional sports committee received a statement,” the Senior Assistant Attorney of the region Yuliya Makarova on Thursday, February 20.
She added that according to the results of examination of the statement the guilty — the chief expert of the committee of the Penza region in physical culture and sports — was subjected to disciplinary liability in the form of reproof.
According to data published on the website of newspaper “Ulitsa Moskovskaya” [Moskovskaya Street] by autonomous nonprofit organization “Publishing House “Valentin Manuylov” editorial inquiry was sent to the regional sports committee as a part of an independent journalistic investigation on the head coach of the basketball club “Yunost” Marina Pavlova. The office received the inquiry on November 18, 2013.
After 15 days — on December 2 — Artur Panteleyev told the reporters of the publishing house Evgeny Malyshev that he is not obliged to respond, after which the institution sent a statement to the prosecutor’s office of the Penza region.
On December 4, “Ulitsa Moskovskaya” received an e-mail with a reply.
It read that the regional sports committee is not the founder of basketball club “Yunost” or a partner of the governing bodies of the non-profit organization.
The committee provided the club with certain financial help under the contract, receiving quarterly report on expenditures.
In 2012, the club was audited in financial aspects, during which there was no evidence of cashing the subsidies aimed at catering of the players. The committee received no reports of misuse of subsidies by the club.
In addition, the response noted that Marina Pavlova established herself as a professional of a high level, in this regard the positive reference of the coach and petition to change the measure of restraint to house arrest were sent to the judicial authorities.
