“Secon-2014” participants discussed problem of professional migration

Penza, 14 March 2014. PenzaNews. The participants of the sixth regional conference of software developers “Secon-2014” held in Penza high technology park “Rameev” on Friday, March 14, discussed the problem of professional migration of IT-specialists with governor Vasily Bochkarev.

The meeting was attended by the representatives of the government and IT- specialists from Penza, Moscow, St. Petersburg and Ulyanovsk.
Opening the discussion, governor Vasily Bochkarev noted that one of the main problems of the industry has been and remains shortage of personnel, which is a consequence of the outflow of professional developers into larger cities, which is not surprising given the existence of the labor market — a person can not be forced to stay.
As noted by the independent expert Yuri Bushmelev from Ulyanovsk, Penza in this matter takes a favorable place among other Russian cities.
“For example, Penza offers quite adequate salaries. That is, if a person who went to Moscow deducted from their earnings the cost of rental housing, they would have Penza salary,” he said.
Yuri Bushmelev also pointed out that IT-sphere is unique, because it costs almost nothing to organize a company, but the product could be sold both within the country and abroad, which is important in terms of attracting finances into the region.
In turn, the developer of Mail.Ru Dmitry Shveenkov noted that for him — a native of Penza — the news on “Secon” conference held in his hometown came as a pleasant surprise.
“Five years ago, when I was leaving for Moscow, Penza did not have such opportunities. The leap forward is obvious. Even in Moscow, there is a limit to what one can reach, and there is nowhere to develop further, so I may someday think over the possibility to come back to my hometown since it has a ground for development,” he said.
The expert from St. Petersburg Philip Torchinsky drew attention to another important fact in the problem solution — supporting the teachers.
“If two graduates of the university leave Penza for Moscow, nothing terrible will happen. However, if a competent teacher leaves, the city will lose a lot more specialists. In addition, it is necessary to invite high-level professionals from other cities and maybe even abroad to business incubators opened in Penza. This would be a good prospect,” he said.
Continuing the topic of education, Penza IT-specialists noticed that none of them had never been invited to lecture at Penza State University, although the level of training in the establishment leaves much to be desired.
The governor, in his turn, asked those present to join the project of creating Penza college of IT and biotechnology, the opening of which is scheduled for September 1.
In conclusion Vasily Bochkarev reported that he instructed the chairman of the government Yuri Krivov to research the system of benefits for IT enterprises.
