“A year ago, this was one of the most dysfunctional areas. There were heaps of trash, we’ve received a lot of complaints from the inhabitants. Today, we arrived here not to catch somebody red-handed but to see what had been done along the plan we’d mapped out,” said Yuri Alpatov, addressing the session members.
He pointed out that the positive shift was noticeable.
“The territory that was buried under trash is becoming trash-free. We are ready to give a part of this space to the house inhabitants for a car parking zone, and we will fence off the dumpster container area itself. I think it will be a good deed,” city mayor added.
Yuri Alpatov reminded that signs with trash pickup schedules, names of people responsible for the areas and contact phone numbers for reporting the transgressions must be placed by all dumpster container areas in Penza.
In Nikolai Zavodskiy’s opinion, only 85% out of the 180 dumpster container areas of the city are kept in satisfactory conditions.
Along with that, he pointed out that the violations of urban amenities rules are more often than not committed not by the inhabitants of the houses but by the employees of the nearby facilities and trading companies that dispose of bulk and construction waste in dumpster containers not suitable for it.
I think that we must merge the dumpster container bins whenever possible – one for a few houses. We’ll have less troubles this way,” Nikolai Zavodovskiy said.
He emphasized that the opinion of the house inhabitants must be taken into account so that they do not have to walk long distances or cross the roads to dispose of trash.
