Penza, 13 May 2014. PenzaNews. Modern society should focus its efforts on educating a generation of patriots, who will strive for self-realization in their native land. This opinion was expressed by the governor of the Penza region Vasily Bochkarev during a meeting with the heads of regional media on Tuesday, May 13.

“We need people — patriots who even having left for Moscow and gotten a decent education, would return to their native land and engage in business here,” the head of the region said.

He added that in this case, all residents of the region would be able to find a job they liked and did not seek a better life outside of the region.

Vasily Bochkarev stressed that the solution of this problem can be only through complex, purposeful changing of the mentality of society, primarily of school teachers and teachers of vocational schools.

According to the governor, a situation when the teacher urges the student to go and live abroad as the only successful option, and the employer is afraid to encourage a highly effective employee in fear of conflicts in the team, is fundamentally wrong.

Vasily Bochkarev said that the Penza region has already taken certain steps to retain local staff.

“We are developing centers of regional development (CRD) in the villages for entrepreneurs to understand that they can do their business there,” he said.

The governor noted that the assigned value of local and borrowed resources 80:20 in CRD is not optimal.

“We need to change the figure, bring more people in. And we will change it,” the head of the region said.

In total, the meeting of the governor and the media lasted a little less than 3 hours. During the meeting they discussed issues of education, agricultural development and investment potential of the region and other relevant topics.
