Kyrgyzstan Internet service “Gezitter” referring to the newspaper “Janyi Ordo” published an article titled “Looks like cement factory in Penza belongs to Omurbek Babanov,” which expresses regrets that the former prime minister of the country “is building a cement factory in the far Russia rather than in Kyrgyzstan.”

“Russia-24” showed the opening ceremony of the factory with the speeche of the ex-prime minister Omurbek Babanov. He had a Russian medal on his chest, he spoke enthusiastically. Russian news do not mention the role and importance of Omurbek Babanov in this project, but the medal on his chest and his speech brings in some serious thoughts. Perhaps, Babanov has direct relation to the opening of the factory, otherwise why would Russian TV channel show him? The medal was surely received for his contribution to the region's economy. The new cement factory will produce cement not only for the Penza region, but the Moscow region and the regions of the Volga Federal District,” the publication states.

It also notes that Kyrgyzstan is currently in dire need of both investment and social housing, “because internal migrants are forced to come to the capital from the unemployment in the areas, and they huddle in tiny apartments in the newly built houses.”

“We are upset that Omurbek Babanov is building a cement factory in distant Russia and not in Kyrgyzstan. Is not he worried for Kyrgyz people? Is this how he is taking care of us,” the author wonders.

An opening ceremony of a cement factory of a new generation built by “Asia Tsement” was held in the village of Ust-Inza, Nikolsky area, the Penza region on May 29, 2014.

Total investment of the factory by “Asia Tsement” amounted to 370 million dollars.

The factory applies “dry” method of cement production, which unlike traditional one reduces power consumption of fossil fuels, water, and increases the productivity of the process equipment.

Production line of clinker and portland cement was launched in autumn 2013. By summer 2014, the production capacity amounted to 1,86 million tons of cement per year. Two mills enable to produce cement in the amount of 330 tons per hour.

At the moment, the number of employees of the factory is about 500 people, most of them are the residents of the region. It is planned to create about one thousand jobs.

It is expected that the tax revenues to the budgets of all levels of the factory, after the planned operating performance will be achieved, will amount to at least 600 million rubles per year.
