The man has published official reply from the traffic police department of the Ministry of Internal Affairs of the region that said the driver could not be charged for the misconduct.

“On April 15, 2014, in respect of an unidentified driver a “DAF” cargo truck, state license plate E426PE 163, a cause of administrative offense was determined and filed under the ID 58 KA #007989, and an administrative investigation was held. In the course of investigation the department was unable to establish the identity of the driver, who parked his car “DAF,” state license plate E426PE 163 within the range of road sign 3.27 “No Stopping” in front of house No. 37 in Prospekt Stroiteley Street in Penza on April 13, 2014, and bring him to administrative responsibility within the statutory period,” the official letter said.

According to Andrei Tokarev, “in this letter, the traffic police basically admitted their helplessness or unwillingness to work.”

Nothing. Formal reply. Red tape. Which means if the patrol car photographed the car that violated the rules with a parking radar, they can fine the owner of the car without finding out who parked the car in the wrong place. And if they are presented the photos under a prohibitory sign on a silver platter, then ‘the identity of the driver is impossible to establish.’ Then, dear police officers, what is this whole farce with traffic police website for?” Andrei Tokarev expressed his outrage.
