Residents desperate to demolish store near apartment building

Penza, 6 August 2014. PenzaNews. Penza residents of a 9-flat apartment building No. 7, 8 Marta Street, are desperate trying to stop the construction of a store right under their windows.

“We have repeatedly contacted the project owner, Marat Akchurin, and authorities. Our requests to stop the construction of the building, which is great inconvenience for us, were rejected. Recently, the third floor was built and the construction of the fourth level began,” Ekaterina Vtorova, representative of the house council, told news agency PenzaNews on Wednesday, August 6.
She added that the residents of the house who have lost all hope of justice are ready to accept the construction of the store, but only if a number of issues are solved.
According to Ekaterina Vtorova, they have already drafted a letter addressed to the individual entrepreneur Marat Akchurin, in which the apartment owners gave their comments and suggestions.
In particular, it says that the construction “brought deterioration of lighting in apartments, noise from early morning until late night, and cement dust, which caused decline in health of the residents with asthma diseases.”
“It is also difficult to pass from the bus stop to the apartment building. We believe that our rights are being violated, so we suggest solving the problem in the following way: we will not prevent further construction in front of our windows, if you agree to upgrade the pedestrian area between the store and house No. 7, as well as to set up lighting posts between the house and the new construction. In addition, we request that the downspouts from the roof do not face the residential building, and the area of restocking is placed on the road side in order to not obstruct tje people going from bus stateion to the house,” the letter said. The residents also ask for a possibility to leave their cars in the car park by the future store at night, pave a path through the middle of the playground leading from the ninth to the second entrance, and set up sports complex playground, as well as a few benches and trashcans.
It is planned that the letter will be sent to the developer in the nearest future.
However, the house residents hold a strong position concerning the intention of the constructor to connect to the heating network of the house.
“Our pipes heat two houses and kindergarten No. 22. There were people from ‘Heating of Penza’ for verification. And the deputy director Sergei Patrikeev said that our network is already at its top capacity. If we add the store, we will freeze in the winter, and the pipes won’t make it,” commented Tatiana Belyakova, head of the house council of house No. 7, 8 Marta Street, for news agency “PenzaNews.”
She added that on Wednesday, August 6, the house council drafted an appeal to mayor Yuri Krivov asking for help.
“Entrepreneur Marat Akchurin may cut into the pipe any day now, so the city administration is the ultimate authority which we can hope for,” Tatiana Belyakova said.
