Penza, 12 August 2014. PenzaNews. Representatives of Oktyabrsky district administration of Penza, police and tax officials dispersed the street vendors who organized a pop-up market near the house No. 40 on prospekt Stroitelei.

During the raid, which took place on Tuesday, August 12, the police filed several administrative offense reports on people who illegally sold food and clothes near “Spar” and “Magnit” stores.
“This is an uncertified place for trading both industrial and grown goods. We are trying to put things in order, to move people to the retail space under the roof, to clear the territory for citizens to walk or park their cars,” said Oleg Vikulov, head of the department for work with the district authorities, public associations and religious organizations of Penza administration.
He added that such raids are conducted on a weekly basis, but in most cases, the street vendors return to the crowded places.
“It is an illegal business. People here do not pay taxes. They sell goods and put the money in their pockets. They are not registered anywhere. No responsibility. Seasonal grown goods are not examined, not controlled by the veterinary services. This may cause poisonings,” the agency interlocutor said.
Oleg Vikulov clarified that, in accordance with the regional legislation, in case of similar violations, the street vendors will be subject to a fine from 500 to 2 000 rubles.
“If a person is caught again, the fine will be 1-3 thousand rubles, and the goods will be seized,” he said.
