Inna Levchenko: Only housing cooperative members feel they own flats

Penza, 20 August 2014. PenzaNews. A housing cooperative is the optimal form of house management because of the personal interest of each member, said the deputy head of the state inspectorate in the housing and construction sectors and supervision of technical condition of the self-moving machines and other types of equipment in the region Inna Levchenko during a visit to the territory of an apartment building located in Schmidta Street, 2 in Penza.

“Firstly, a housing cooperative is a non-profit organization. It does not aim to make profit, as opposed to management companies that are primarily for-profit. Secondly, this is the only form of house management the members of which may feel as the true owners of their properties. Most often, the chairman has a kind of office in a housing cooperative, and all the issues are resolved on the spot without any intervention of the supervisory authorities,” Inna Levchenko explained.

She also noted that the advantage of a housing cooperative compared to the management company is that it usually manages only one house.

“Due to scattering of the management company for several houses, the quality of repairs may suffer. In a housing cooperative, the owners, as a rule, repair not only the entrance, but move further — install fencing, modern playgrounds, video surveillance and so on. Of course, not all management companies do their job poorly — there are some positive examples. But statistics show that 90% of complaints received by our service is related to their activities. There are practically no such appeals concerning housing cooperatives,” Inna Levchenko said.
