Penza, 29 September 2014. PenzaNews. General director of LLC “Penzkonditermash” and LLC “Microprofil” Ruslan Barmakov held a one-man picket in front of the business incubator in Volodarsky Street on Monday, September 29, during which he spoke about raider attacks on subsidiaries of JSC “Penza regional fund for innovation support” (PRFIS).

During the picket he was holding a banner reading: “Bespalov, Maslov stop raider attacks on innovative enterprises in PRFIS.”

Commenting on the situation which forced him to come out with a protest in the central part of the city, Ruslan Barmakov explained to news agency PenzaNews that LLC “Penzkonditermash” and LLC “Microprofil,” which are subsidiaries of the fund, have been working on two invention projects — diathermic heating cooking vessels and micro-material for ledges to prevent ice dams and icicle — since 2012.

“Before Mr Bespalov [deputy chairman of the government of the Penza region], it all went well there — financing, work. There were delays on our part and on the part of the financing, but that was routine. However, as soon as Bespalov came, financing was ceased, and since April this year, we even haven’t got salary,” the agency interlocutor said.

He added that the only reason of the current situation is the intention of the people in authority to appropriate promising enterprises.

“I come to the conclusion that this is raider seizure, because the volume of the market on my “anti-icicle” project is 33 billion rubles. The second — boiler — project is almost completed, the remaining stage is certification,” Ruslan Barmakov said.

According to him, the fund representatives suspended financing under investment contract and postpone the resumption of funding on various pretexts.

“They request: let’s do this, let’s do that; and on Friday, the fund ordered to fire people retroactively, the order was informal, without stamps and signatures, an e-mail,” the head of innovative companies said.

Ruslan Barmakov also suggested that the change of the head of JSC “Penza regional fund for innovation support” in summer 2014 was not accidental.

“In June, there came a new director — Vladimir Maslov. This is Bespalov’s protege. When I refused to carry out an inventory prior to financing, he even complained to Economic Crime Department. The police, of course, denied the complaint because I showed them the equipment. But there is no financing and it is not expected,” the agency interlocutor noted.

He stressed that the accusations regarding the senseless waste of budgetary funds are groundless, since the investment contract presupposes a return on investment only after entering the market.

Ruslan Barmakov also drew attention to the fact that representatives of the region boasted with his invention during the Days of the Penza region in the Federation Council last fall, but in fact all the activities to support innovation were fiction.

“The money [allocated on innovation] is deposited and the interest makes semblance that the innovations are already making profit. This is fraud and nothing more, imitation of innovation. [...] No, this does not happen. There came a woman from Israel who is engaged in the same thing — their first projects give results in 6–7 years, and one project — in 19 years. We succeeded with all projects, but this may not have happened. [...] I have achieved the effect, at least for myself. I’m tired to be accused of fraud, and I did not do it. I posted the video [about the one-man picket]. It was sent to the reception of the Russian presidential representative in the Penza region. Let people see how the things are done here,” the head of the companies said.
