General director of LLC “Penzkonditermash” and LLC “Microprofil” Ruslan Barmakov, who is speaking against raider attacks on subsidiaries of JSC “Penza regional fund for innovation support” (PRFIS), held a one-man picket in front of the regional government on Tuesday afternoon, September 30. The protest action took place a few hours before the visit of the minister of construction and housing and communal services of Russia Mikhail Menn, who arrived in the region with a one-day working visit.

As the day before, Ruslan Barmakov was holding a banner with the inscription: “Bespalov, Maslov stop raider seizure of innovative enterprises in PRFIS.”

“My main goal is to draw attention to the situation in the fund for innovation support. The funding ceased. We are put on hold. We are requested to retroactively dismiss people and be dismissed ourselves without pay, even though we have an investment contract,” Ruslan Barmakov commented to news agency “PenzaNews.”

He also stated that the names of individuals who are trying, in his opinion, to seize promising inventions.

“This is a raider seizure to get their hands on our work. Protege of Bespalov [deputy chairman the Penza region government] Vladimir Maslov [head of JSC “Penza regional fund for innovation support”] is doing everything to ruin our projects. The actions of these people are motivated by the fact that the projects have a very large market. For example, we have an internal combustion engine for UAVs. The invention is developed by Alexander Gorshkov. Much has already been done, and they took his working drawings and are implementing the idea themselves now. This is an undisguised seizure of products of scientific and technical activities,” the organizer of a one-man picket stated.

Ruslan Barmakov said that people are robbed of their rights, and they cannot and will not be silent.

“We wrote to the governor [Vasily Bochkarev]. He would not see us. The Board of Directors wouldn’t either. Our task is to make it audible, because it is easy to cheat. We — inventors — are not very good at commerce. There appears to be sabotage of good business. For example, we could do waste processing ourselves, instead of buying equipment from Israel — our inventions would be more economical. We would completely decompose even tires in vacuum, everything could be processed. We would produce electricity. There is another example. We have an organization that produces building materials, so-called concrete-granite. Currently, the project is 75% ready, but the counter-party is suing him because he has no money to pay on contracts,” the agency interlocutor summed up.
