Penza, 2 October 2014. PenzaNews. Alexei Kostin, minister of investment development and business of the Penza region claims to have found an effective way to deal with illegal dumps.

“In the Penza region, the issue of illegal dumps has been raised numerous times, but so far no considerable progress has been made. The reason, in my view, is simple — we simply cannot provide adequate control over the dumps and, as a rule, in this case, the principle of punishment inevitability does not work. I found the way out quite by chance, when I met with a friend hunter a few days ago. Talking about the hunting life, my friend told that he is a member of an organized hunting team, which rents hunting grounds. Of course, they had to deal with poaching. It was found that the problem has a rather simple solution. It is self-contained hidden cameras operating at any time of the day, triggered by motion and transmitting an image of the intruder through the GSM-module in real time,” Alexei Kostin wrote in Live Journal on Thursday morning, October 2.

According to him, these cameras' definition allows to clearly see the face of the offender.

“Equipping our dumps with such cameras, we can fairly quickly identify and punish all those who like fouling up native Penza land,” the minister expressed confidence.

He noted that the camera itself is “not too expensive” and in foreign online store costs 100–300 dollars, in Russian retail outlets — up to 12 thousand rubles.

“The municipality, having acquired a couple of these cameras, and periodically rearranging them from one site to another, can quickly “clean up” all their dumps. And received photos and videos will be an excellent basis for the production of promotional materials about caring for our nature and the surrounding area,” Alexei Kostin stressed.

The Minister added that this camera is invisible to others, and can work independently for up to a month at -10 C.
