“This August, the Penza city administration obtained a 110-million budget loan for this purpose. The bulk of the repair work is being conducted at the present time. Such schedule had been organized primarily due to the existing legislation, according to which the subcontractor should be selected following a specific procedure before starting the works,” the deputy head of the city administration explained.

Yuri Ilyin added that the majority of road repair contracts had been negotiated with contractors by the end of September.

“All the preliminary work that we could do on our own was made before negotiating those contracts. Currently, thanks to favorable weather conditions, the contractors have an opportunity to timely carry out the required repairs in order to ensure normal operation in the subsequent period of time,” he said.

According to Yuri Ilyin, the largest repair zones are Austrina and Voronova streets. The city officials also scheduled several repair measures on a Gagarina Street overpass.

Penza vice-mayor stressed that the observers should not associate the road repairs and other specialized measures with the forthcoming visit of high-ranking officials and the two-day forum “Quality education for the Country” organized by the All-Russia People’s Front (APF).

“Like any good host, we prepare our home for the arrival of guests and, of course, are solving the current problems. But the overall work is performed according to the schedule,” the governor’s house press service quotes Yuri Ilyin.
