The head of the state discussed the idea with the pedagogical community during the plenary meeting of the All-Russia People’s Front (APF) forum “Quality education for the Country” in Penza.

As Sergei Rukshin, the Mathematics teacher at lyceum No.239 of St. Petersburg, told the President of Russia, the variations between the schoolbooks reached such extents that a school student who has transferred to a different school may be asked to study the same material in the 6th grade that he went through in the 5th grade of his former school.

“It is important to develop the core foundation of school programs that all the variable programs will be based on,” Sergei Rukshin stressed.

In addition to that, he suggested the head of the state to allow general academic schools to issue school certificates to the 9th grade students who have not completed a GSE and do not want to go to the 10th grade, as well as to the 11th grade students who do not intend to enroll into a higher education program.

“This is the first careful step, but we must restore the social status of the schools and its credit of trust – the right to issue school certificates. However, we must not remove the state final certification system and continue to work on modifying the GSE,” the education worker explained his point of view.

Vladimir Putin promised to conduct a thorough examination of the voiced suggestions.
