Governor stated reason behind Andrei Baev’s dismissal from Penza region gov deputy chairman’s office

Penza, 21 October 2014. PenzaNews. Andrei Baev was dismissed from the position of deputy chairman of the Penza region government after only several days in the office due to improper behavior, said the Penza region governor Vasily Bochkarev during his meeting with bloggers that took place this Monday, October 20.

The question about frequent changes in the regional official staff was asked by the entrepreneur Anton Kupryushin.

“So, Vasily Kuzmich [Bochkarev] replied to me by coming clean about [Andrei] Baev’s dismissal. It turned out he went to a local diner, got a bit too drunk and raised a racket only a day or two after getting the office. The governor learned about it, and Baev was drummed out. Seems proper and legit. As for the earlier cases, all seems logical: some screw up, some hit the stride, some for something else. Overall, that’s how it sort of should be done, the more the better,” Anton Kupryushin wrote in his LiveJournal on Tuesday, October 21.

Sergei Oleynik, epidemiologist and president of “AntiAIDS” non-governmental foundation who received the invitation as a blogger, also approved of the governor’s response to his subordinate’s behavior.

“Indeed, if somebody gets drunk in a restaurant and begins shoving his Penza region deputy chairman card into people’s faces, then wasn’t there something wrong with his judgement, psyche, self-esteem? And the governor was absolutely right when he said he’s going to get rid of such characters,” the activist shared his opinion in his LiveJournal.

As PenzaNews agency reported earlier, Andrei Baev had worked in the position of deputy chairman of the regional government from March 2010 to September 2011.

On September 23, 2011, he announced about the decision to leave the position to work in OJSC “Rostelecom” as deputy director of macro-regional branch “Volga” as a project management director in Nizhny Novgorod.

On September 4, 2014, Viktor Rubtsov, governor’s staff department leader and chief of the regional government, twitted about the appointment of Andrei Baev to the position of deputy chairman of the regional government.

According to him, the new deputy chairman, who took over the office on September 8, was in charge of special projects, including the interaction and the development of relations with partners of the Penza region, including China and Turkey.

On September 16, governor’s spokesman Maxim Fomin affirmed the information about Andrei Baev’s dismissal to PenzaNewsagency: however, he was unable to state the exact date of the decision and the reasons for such a step.
