Penza, 17 November 2014. PenzaNews. JSC “Penzastroy” still has received no permission to construct the apartment building in Raiki residential estate, the press-secretary of the regional Ministry of Internal Affairs department told PenzaNews on Monday, November 17.

According to him, the inspections of illegal construction site on Pushkina street revealed numerous violations.

“First of all, the construction company started the works without first obtaining the permission, thereby violating Art. 51 of the Urban Planning Code of the Russian Federation. They also failed to conduct design document checks required by Art. 49 of the Urban Planning Code. The company did not receive the decree of the Penza city administration that allows deviations from the established construction limits and reconstruction of capital construction areas, as per Art. 39, 40 of the Urban Planning Code,” the agency interlocutor clarified.

According to her, the construction company still collects funding from individuals who want to obtain a flat in the new house, despite the lack of the permission.

“You can see it from the information available to the public,” he added.

The press-secretary stressed the issue will be personally reviewed by the authorities of the regional Ministry of Internal Affairs.

On October 30, 2014, the prosecutor’s office has opened administrative cases against ‘Penzastroy’ JSC and its general director Valentin Zhuravlev under part 1, art. 9.5 of the Administrative Code, titled “Violating the existing construction, reconstruction, capital repair laws for a large scale building and its operations.”

Moreover, the prosecutor made an amendment submission against the director of “Penzastroy” JSC.
