The Legislative Assembly of the region unanimously voted for a law that proposes several clarifications for the relevant article of the Penza Administrative Codex during the regular 22nd session of the regional parliament on Tuesday, November 18.

The violation of human and waterway safety rules will be punished by warning or a 100-500 ruble fine.

The proposed law was created after several events called “Wet wars” that took place in Penza in summer 2014, during which people, mostly school and university students, were pouring water on each other on Fontannaya square using bottles, buckets and other containers.

The police registered several cases of young people jumping into Sura river from the cable bridge and later uploaded videos of their jumps.

EMERCOM services and authorities issued several warnings on such behavior to the jumpers, but were unable to hold them accountable.
