Welcoming the participants, the head of the state reminded them the meeting was arranged to coincide with International Human Rights Day.

“And it pleases me very much to see all colleagues who protect human rights in almost every region of the Russian Federation. I am saying ‘almost every’ […] because not every region yet has these institutions,” Vladimir Putin noted.

He pointed out that the institution of human rights defenders have a special place in social protection system.

“I’m placing my emphasis here: wherever a Russian citizen lives, be it Vladivostok or Kaliningrad, Murmansk or Sevastopol, every one must be able to protect his rights through your institute,” stated Vladimir Putin.

According to him, public defenders receive those people who were left unheard or ignored by the authorities.

“And it is pleasant to say that very frequently – not always, of course, but very frequently you achieve positive results,” added the head of the state.

In Vladimir Putin’s opinion, public defenders need special character features and social stance, because they lack any executive functions or powers.

“So you obviously need relentlessness, professional conduct, belief in one’s rights, belief that you are doing the right, the necessary thing,” said the President of Russia.

The meeting, according to the Kremlin press room, will allow public defenders to share their suggestions on improving the law system on their activities, and tell of problems in their regions.
