Penza region commended as region with high gov procurement transparency

Penza, 10 December 2014. PenzaNews. The Penza region was commended as one of the regions with a high level of government procurement transparency, according to the research conducted during July 1 2013 – 30 June 2014by a non-commercial partnership “National e-commerce users association.”

The highest marks among regional state procurers was given to Moscow, the Kirov region, Bashkortostan, Tatarstan, Mariy El, as well as Arkhangels, Kaluga, Omsk, Mordoviya and Samara regions and Khabarovsky Krai.
Penza region was included into the second category titled “High transparency level” that contains 20 regions, with such leaders as the Lipetsk, Tambov and Voronezh regions.
The results of the 2014 government procurement transparency rating were announced in Moscow on Tuesday, December 9.
The leader of the Penza region government representative group under the Russian Government Evgeny Rozman received a certificate that confirms the regional high-transparency trade levels.
The 2014 National Government Procurement Transparency Rating is divided into five subsections according to existing classes of procurers, and five lists that separate the procurers into groups based on transparency level.
The lists include five groups of transparency: “Guaranteed transparency” that includes the leaders, “High transparency,” “Average transparency,” “Basic transparency” and “Poor transparency,” with Guaranteed, High and Average being positive, and Basic and Poor being negative.
Each procurer was placed using an integral rating system based on several integers directly or indirectly related to transparency and effectiveness of procurement procedure.
The five groups were divided according to five status levels of procurers: “Federal state procurers,” “Regional state procurers,” “Municipal state procurers,” “Procurers under 223-FZ law,” and “For-profit procurers.”
