Antimonopoly service dept saw law violation in Rostelecom’s 1-ruble offer

Penza, 18 December 2014. PenzaNews. The Penza region FAS branch opened a lawsuit against JSC “Rostelecom” under part 1, Art. 10 of the Federal Market Competition Law.
As the press secretary of FAS Marina Goryacheva informed PenzaNews agency, the company supplied its April 2014 bills with an offer to purchase a 1-ruble service.
“The advance payment of 1 ruble meant the customer agreed to an additional service – a subscription to Rostelecom news and services SMS list,” the official added.
According to her, FAS found the company’s decision to introduce amendments to customer contract by committing a 1-ruble advance payment is against current legislation and cannot be used as a legal basis that proves the customer agreed to the amendment.
“The court review of the case against JSC ‘Rostelecom’ is set on 20 January 2015,” said the FAS press secretary.
JSC “Rostelecom” dominates the local landline phone market in the Penza region and may strongly influence its prices and services.
The Federal Market Competition Law prohibits action or inaction of the dominating company that prevents, blocks or eliminates any competition or violates the interests of other parties.
