Solid waste recycling and disposal facilities suggested for Penza region

Penza, 18 December 2014. PenzaNews. A number of organizations suggested an idea to build a system of solid waste recycling and disposal facilities in the Penza region.

The businessmen offered a concession agreement that offers corporations the right to own state property on mutually beneficial conditions.
And example of such ownership is a Samara region enterprise – business-built waste facilities that are also used, upgraded, repaired and serviced by them, but owned by the authorities.
The Penza region idea includes a region-wide solid waste area, waste unload stations, waste recycling complex and biofuel factory. The disposal area requires mapping several areas of 5-7 ha wide: each is projected to be used for 5 years with subsequent reintroduction into farming use.
The project is expected to involve at least 1.64 billion rubles of investments, 2 years of construction work and 7 years of buyout period.
As the press service of the regional government told PenzaNews agency, the project was presented to the Penza region governor Vasily Bochkarev who suggested updating it, including proposals of areas, logistics and tariffs for both individual users and large customers.
