“On December 18, several news websites posted messages about the inappropriate living conditions of a 5-year-old child in Belinsky area, the Penza region. They say that the boy's mother has previously been held criminally responsible and refuses to pay child support. Together with the people living in the house, there is a goat, which still feeds the child with its milk. Bailiffs have repeatedly appealed to the guardianship authorities with the request to resolve the situation with the child,” Lyudmila Fomina, Senior Assistant of the Head of the Investigative Department of the city Investigative Committee of the Russian Federation, told PenzaNews agency.

She explained that the investigation will clarify the circumstances of the case and determine whether the actions or inactivity of the guardianship employees constitute an offense under Art. 293 of the Criminal Code “Negligence.”
