Administrative offence case opened against Penza “Diesel” hockey club director

Penza, 26 December 2014. PenzaNews. An administrative offence case under part 1, Art. 5.27 of the Administrative code, titled “Violations of labor and labor security legislation,” has been opened against the executive director of non-profit partnership “Professional hockey club ‘Diesel’” Dmitry Koryagin.

The investigation found out that ‘Diesel’ club had 8,227,523 rubles of October and November salary debt to 70 employees as of 11 December 2014,” Yuliya Makarova, Senior Assistant Attorney of the region in Media Relations told PenzaNews agency.

According to her, the regional sports committee and the non-profit partnership have signed an agreement for over 48 million rubles of subsidies in order to support the club. Actual financial help from the authorities for “Diesel” amounted to over 57,982,000 rubles in 2014.

“However, the management of the club, knowing well the funds given for 2014, has raised actual salary amounts, even though it made the salary budget much larger than the funding allowed,” said the agency interlocutor.

Yulia Makarova added that the director of the club has violated the Labor Code of the Russian Federation by not paying salary in time.

“The director failed to organize the internal proceedings in a way that would not violate the company’s obligations,” she clarified.

The employees of the club were advised to address the prosecutor’s office of the Pervomaisky area of Penza with requests to protect their labor rights.

As PenzaNews agency reported earlier, the team captain Evgeny Chesalin addressed the sports fans after the house match against “Ermak” from Angara in Diesel-Arena sports complex.

According to him, the team’s poor performance is a result of the fact the team and the coaches were not paid for their work during 2.5 months.

Evgeny Chesalin announced the team players are going on strike: they will refuse to take part in the Supreme Hockey League championship matches until the debt is paid.

Andrei Sidorenko, head coach of “Diesel,” confirmed the situation during the press conference after the match.

A preliminary investigation of the issue began on the same day.

The December 25 match of “Diesel” against “Kaztsink-Torpedo” saw only five players from the main team: Evgeny Rybnitsky, Alexei Surovegin, Nikita Kryskin, Artem Pugolovkin and Vladimir Peshekhonov. The rest of the team numbers were supplied from the “Dizelist” youth team.
