Yuri Voblikov’s civil rights org closed down in Penza

Penza, 4 February 2015. PenzaNews. The Penza regional branch of the All-Russian Public Movement “For Human Rights” led by the civil activist Yuri Voblikov was stricken out of the Unified State Register of Legal Entities.

The decision was made by the Penza region Federal Tax Service based on Art. 21.1 of the federal law No. 129-FZ “On state registration of legal entities and individual entrepreneurs,” dated 8 August 2001.
The decision was caused by lack of tax reports from the organization over 12 months, as well as lack of any financial transactions, Lyudmila Belyaeva, head of taxpayers registration and accounting department at the Penza region Federal Tax Service, told PenzaNews agency.
“The tax service decided to strike out the organization from the Register as inactive, and published the news on in online where it remained for over 3.5 months, but there were no requests from involved parties to cancel the decision,” the official explained.
She added the report was later submitted to the regional department of the Ministry of Justice. The latter confirmed to PenzaNews agency that “For Human Rights” was indeed legally “closed down by the tax service.”
“If Yuri Voblikov submits an objection through the court, it may be restored or should be registered again,” said the officials, adding that the other organization led by Yuri Voblikov, “Ecology Club,” is currently working successfully.
However, Yuri Voblikov himself claimed the decision to strike out “For Human Rights” from the Unified State Register came out as a surprise for him.
“I was told the organization was potentially closed down. I have nothing exact to say right now: going to learn more on what and when,” he said, adding the organization was praised by the Penza region governor Vasily Bochkarev in December 2014 for helping resolve several humanitarian aid problems, including support for Ukrainian refugees.
Yuri Voblikov noted that “Ecology Club” and “For Human Rights” in Penza are actively defending rights of people, including children and orphans.
He said he had to contact tax services last time in the end of 2013, when he requested to be taxed according to simplified system “to avoid writing reports every quarter.”
Speaking of his future actions, Yuri Voblikov said he plans to consult with a lawyer after receiving an official letter from the Ministry of Justice in order to lay down the plan of action.
