Oncology Center sorry ARPF reacted to objective difficulties when commissioning equipment

Penza, 10 February 2015. PenzaNews. Penza Regional Oncology Center management regretted the reaction of representatives of the regional branch of the All-Russia People’s Front (ARPF), who drew attention to the delay in commissioning of three medical equipment units under the program “For fair procurement.”

“The Oncology Center received about 250 pieces of equipment for a total cost of 600 million rubles. The vast amount of equipment have been put in operation, and it is functioning effectively. When planning and buying the equipment, the employees of the Regional Oncology Center took into account almost all of the most important activities of oncology service in the region. It should be noted that they acquired the most high-end equipment that allows to develop a range of new medical technologies that are currently well-researched and used effectively elsewhere. Unfortunately, 3 of 250 pieces of equipment (a Magnetic Resonance Imaging apparatus, a linear accelerator and new modern modular operating rooms) are commissioned with some delay,” says the letter from Vitaly Serebryakov, chief physician of the Penza Regional Oncology Center, received by PenzaNews agency on Tuesday, February 10.

According to him, the suppliers are experiencing some problems, which is the reason of the delay.

He also noted that The All-Russia People’s Front representatives received full information about the claims announced by the Ministry of Health of the Penza region and the administration of the clinic against the suppliers.

“We have listed and highlighted certain actual difficulties during the delivery of these three pieces of equipment,” Vitaly Serebryakov stressed, adding that the magnetic resonance imaging apparatus is fully installed and will start operating before the end of February, and clean rooms and a linear accelerator will be usable by the end of March.

“A short delay in equipment commissioning should not affect the efficiency of the service, as we have been using internal resources of the institution, including organizational capabilities,” explained the chief physician of the Oncology Center.

He clarified that institution authorities and the Ministry of Health of the Penza region express regret the “unwarranted negativity on the part of the All-Russia People’s Front, because delivery and commissioning of the equipment have been very successful on the whole.”

“Doctors believe that useful work of such public organizations must not be composed of stating the obvious, but actually helping them in dealing with such issues as soon as they appear,” Vitaly Serebryakov pointed out.
