Penza, 18 March 2015. PenzaNews. Criminal proceedings on illegal drug possession and attempt to sale were initiated against a Penza resident, 24, who was running over the hoods of the cars parked on Belyaeva street in a state of delusion at the moment of arrest.

An off-duty police officer spotted the suspicious behavior of the young man, the press service of the regional Internal Affairs department informed PenzaNews agency.

“He reported it to the on-duty office. The troublemaker was apprehended and taken to the police department, and identified as a person who had been previously convicted for drug trafficking. Later, they found out the inadequate behavior of the detainee was caused by drugs,” the department explained.

The press service specified that the police seized the man’s mobile phone, laptop, scales, and drug substances.

“The laptop contained contact history with a list of drug stashes. The operatives examined the caches located in the Oktyabrsky district of Penza, and seized a batch of ‘spice’ and ‘speed’ drugs,” the regional MIA department said.

The officials noted that, according to the detainee, he had been engaged in drug distribution for several days.

“He found an online job ad offering high income. Having contacted an anonymous person, the young man was offered to deliver the banned substances to the caches. The suspect received some of the substances as a ready-to-use product, and he also got some reagents used for making ‘spice.’ The suspect ‘baked’ the drugs in a rented apartment,” the department explained.

The police are currently looking for the drug and drug reagent suppliers and trying to identify the involved persons, the press service added.
