Based on the available data, the Penza region received 51.13 points, while Moscow, the rating leader, got 74.28 points, and St. Petersburg and the Nizhny Novgorod region were second and third with 72.63 and 71.95 points respectively.
In separate subgroups, “Scientific development” and “Development of technologies and innovations,” Penza region was 16th and 15th.
“In the light of current competitiveness issues of domestic economy, each region started developing new technologies, conduct scientific research and implementing innovations, albeit unevenly,” the rating note says.
According to results description, the rating winners received their places due to two reasons.
“Firstly, they had universities, academic towns (science campuses), science towns, various scientific research institutes, construction bureaus, R&D companies that provide the theoretic basis for innovative and technology development. Secondly, they have a long-standing history of international-class nuclear or military industry, or special trade zones or new car construction clusters, that allow to try out the theory in practice. Because of that, there is no surprise the Kaluga and Tomsk regions were placed together with the capitals because of their state scientific and research centers, and that the Leningrad region which is already called a ‘Russian Detroit’ is also there,” says the explanation.
