Penza, 3 April 2015. PenzaNews. The officials of the Penza region plan to introduce new limitations on time, conditions and locations of alcohol sales for organizations and individual businessmen.

The law draft has been submitted for review by the regional parliament speaker Ivan Belozertsev, the press service of the regional Legislative Assembly informed PenzaNews agency. It will be discussed during the next session on Friday, April 10.

“In particular, the law recommends to ban alcohol sales on city forests, public gardens, parks, civil gardens, ponds, lakes, artificial reservoirs, beaches and other locations designed for rest and recreation, tourism, physical education or sports. An exception from the rule is made for restaurant-type food courts. The law draft will also ban selling alcohol during mass events and fairs,” the Legislative Assembly clarified.

According to the press service, the suggested law took into account numerous citizen complaints and will make it illegal to sell alcoholic beverages in food locations based in apartment buildings or attached locations.

“The project was based on Art. 16 of the federal law No. 171-FL dated November 22 1995, which allows constituent territories of the federation to set their own additional limitations on time, conditions and locations of alcohol sales, including a potential ‘dry law.’ The Supreme Court of Russia has taken this into account and changed its stance on introducing additional limitations. The Penza legislators analyzed the experience of Tatarstan, Moscow, Zabaikalskiy Krai, the Astrakhan region and Chuvashiya before preparind the draft, and agreed on it with the Penza region government and related bodies,” the representatives explained.
