Following the document available to PenzaNews agency, the heads of municipal and standalone educational institutions of Penza city are now recommended to use the tested payment and accounting system in their buffets and cafeterias.

On August 6, 2013, the Penza city administration head Roman Chernov signed a decree that ordered several municipal budget and standalone educational institutions of the city to test the automatic school meal payment and accounting system for “Electronic School” swipe cards.

The pilot project originally included 12 insitutions: schools No. 12, 30, 36, 37, 63, 65, 68, 69 and 75; and gymnasiums “Sun,”No. 4 and No. 44.

The project was implemented by the system operation company (MUE “Artsis”) and the system developer (“Operator Elektronnovo Pravitelstva”).

Each school student received their card for free and could top it up using the interest-free terminals installed in his educational institution. According to the plans of developers, each card is locked to each individual, making it impossible to steal the funds from a lost card, and the parents may request a new card to be made.

The new system is expected to help parents ensure the meal money are spent only on meals and increase serving speed in school buffets through removal of physical cash operations.
