“May I ask all of you a question: when is the right hour to water the plants?” Vasily Bochkarev asked his colleagues during the regular meeting session of the regional government on Monday, April 6.

After hearing that the plants must be watered in the evening, the governor suggested them explain this to dacha owners.

“I think this issue must be rectified by you, Yuri Ivanovich [Krivov, Penza mayor], you and [head of the city] Kuvaytsev. If they want to go to dachas on Wednesdays, then the buses must work late on Wednesdays to take them back. And the same in Fridays, not early in the morning. During the work days, buses must work to take people from work and to work, and there are no spare machines. In Soviet times, they only brought them to dachas on Saturdays and Sundays. Want to water them in the evening? No problem,” he explained.

Vasily Bochkarev also suggested to involve an expert of the Penza State Agricultural Academy in the education program who would explain the timetable of watering the plants.

“This timetable should be the base of the bus schedule,” the governor stressed.

According to the head of the region, the dacha buses issue affects only some dacha owners, because most families own their own cars.

“I only made a suggestion, and I am not forcing you to do anything. Gather together the dacha owners, tell them more, discuss it and find common ground. There is no reason to argue. We should work with them,” Vasily Bochkarev concluded.
