Volga Federal District Cities Association held in Penza
Penza, 18 June 2015. PenzaNews. The session of Volga Federal District Cities Association dedicated to preventing illegal trade went underway in the Penza city administration heal in the morning of Thursday, June 18.

Among its participants are representatives of authority bodies from regions in the federal district.
The acting chairman of the Penza region government Mikhail Kosoy welcomed the audience, saying the acting governor Ivan Belozertsev was unable to come to the session due to United Russia party primaries.
He stressed that the chosen topic for discussion is of vital importance at the moment.
“The issue in question lies in the least regulated area from the management point of view, in the zone where people’s competences meet. The main problem is always the organization of joint cooperation and application of concrete measures,” Mikhail Kosoy explained.
In his turn, the city head Victor Kuvaytsev pointed out that Penza did achieve a certain level of success in fighting illegal trade.
“Still, the issue remains. And I must add that we suggested a legislative initiative as early as in 2008, when we asked to introduce a correction the Penza region codex on violations. This caused many questions and correlative issues to arise. The administrative fines were added only in 2012, and the current fines were increased on January 9 of 2014. So, the work continues,” he stressed.
Victor Kuvaytsev wished the session members to achieve the results in their work and expressed hope they will be able to find time and visit the city’s landmarks, such as the Philarmonic Hall, the cinema and concert hall, and the sports objects.
“So that together with the today’s topic you would take with yourselves good impressions of being in Penza,” the city head added.
According to the agenda, the representatives in the Volga Federal District Cities Association plan to continue their work until 15.00 in the day, concluding in a resolution document.
