Time capsule installed in Penza area school construction site foundation

Penza, 15 July 2015. PenzaNews. A time capsule was installed in the foundation of a school that is to be constructed in the Sputnik City neighborhood in the Penza area during an official ceremony held on Wednesday, July 15.

During a welcoming speech, the acting governor of the Penza region Ivan Belozertsev noted the importance of this event.
“Sputnik City is developing, there are a lot of houses, they are in demand, especially with the new families with newborns. And they have great demand in schools,” he said.
The head of the region added that the kindergarten situation is not that difficult in the apartment block after they opened a new one in May 2015.
“The socially oriented objects like schools are built here slower than regular houses. We don’t have the money in the regional budget, and the federal program is only in the making. But we already began constructing the school using the reserve funds of the company. We hope to build the school and enroll in the federal program by the end of the next year. This is very important. Only then will our children have a place to study here,” he explained.
In conclusion, Ivan Belozertsev expressed his gratitude to the construction workers.
In his turn, Rafik Ibragimov, general director of “Termodom,” congratulated the parents of the future students.
“We were waiting for this moment for over a year. Finally, Ivan Alexandrovich [Belozertsev] gave us a go. We thank him, and tell him the school will be built next year. This kindergarten is one hundred percent full. There is a queue for the next kindergarten. We exceed our birth programs by three hundred percent and say we will need more than just this school,” he said.
Following that, a letter with a symbolic message to the future generation and students signed by Ivan Belozertsev and Rafik Ibragimov was sealed in a time capsule and installed in the concrete foundation of the new school.
The workers also installed a memorial plaque at the location to commemorate the date and the people involved in it.
