“Private carriers bare no social responsibility of business, salary has not been raised, and there were no attempts to purchase new rolling stock. In turn, acting governor Ivan Belozertsev emphasized that Penza administration and tariff regulation and energy preservation department of the Penza region should take control over transport quality.
