Penza police opens criminal case on “Dvoryansky” complex building violations

Penza, 1 September 2015. PenzaNews. The builders of the housing complex “Dvoryansky” located on Krasnaya street, 74, will face a criminal case on safety regulations violations during the erection of the building.

“The law enforcement forces received a collective address from the residents of the apartment building. The flat owners listed numerous violations of safety rules and regulations by the construction company ‘Artstroy’ that affect the safety of their further residence in the building,” Lyudmila Fomina, Senior Assistant of the Head of the Investigative Department of the city Investigative Committee of the Russian Federation, told PenzaNews agency on Tuesday, September 1.

They also provided a technical report on the building made by the design and production company “Fundament.”

“After investigating the building structure, the experts revealed violations of construction process that caused floor span deflections that exceed the standard, cracks in spans, sagging and cracks in brickwork walls, and other defects and damages in load-bearing elements. Based on the inspection of the armored concrete structure, the building was deemed marginally acceptable for its purpose,” the speaker pointed out.

According to Lyudmila Fomina, the urban management company of the apartment building was asked to inform the flat owners of the current construction violations as per the requirements to ensure their health and safety during the criminal case investigation.

“The authorities are currently checking the aforementioned facts by questioning the house owners, the representatives of the contractor company and the construction company, and requesting necessary documents on construction,” the speaker pointed out.

The house will soon undergo a general technical audit, she added.
