His first day in the office was Monday, November 30, the head of the city administration press service Darya Samarina told PenzaNews agency.

Vladimir Popkov plans to take over the same functions as his predecessor Victor Gvozdev, who had been working as the fist vice-mayor since September 2014, including staff policy, municipal programs, anti-corruption programs in the city hall, contacts with the City Duma and the media, as well as provision and revocation of permissions to install and use advertising installations.
