Victor Nikolaevich Kuvaytsev was born on 2 January 1989 in Rakhmanovka village of the Vadinsk area in the Penza region.

On 24 September 2014, he was elected the Penza city head during the first organizational session of the City Duma of the sixth convocation.

On 16 December 2015, Victor Kuvaytsev was unanimously elected the Penza city administration head during the 16th extraordinary session of the City Duma.
