A parking meter will appear at the first paid municipal parking lot between the buildings of the Penza regional Lunacharsky Drama Theater and the central post office, Alexei Ryabov, head of the Economic Development Department of the Penza city administration, informed PenzaNews agency on Monday, January 18.

According to him, as the pilot project to set up paid parking was unveiled very quickly, at first the people who park their cars there will be paying a parking lot assistance in return for a check.

“But we hope to put a parking meter there within a month to help us eliminate the human factor. […] In addition, with the help of Penza IT professionals, we are now developing a parking payment system using text messages and apps,” Alexei Ryabov explained.

There will be two ways to pay at the parking meter, noted the head of Economic Development Department.

Under the first plan, Alexei Ryabov added, the client will receive a ticket when parking and pay for the time used when leaving.

“Alterlatively, the parking meter will issue a client card to the person where you can place money at an ATM or otherwise – that is, transfer a sum to this card to pay for parking,” he said.

Alexei Ryabov particularly stressed the fact that all paid parking lots in Penza will use the same software, which will allow card owners to use it in various locations.

“In particular, we achieved the agreement with the parking lot by ‘Vysshaya Liga’ and with the multi-level parking on Kuraeva street. Several more talks are still ongoing. I think we will gradually expand the list of these zones to make it convenient for the citizens, to have one system for the whole city and not many small ones with each for every single one,” stressed the head of the Economic Development Department of the Penza city administration.
