Penza river embankment reconstruction project to be brought up for public discussion

Penza, 24 February 2016. PenzaNews. The Penza city authorities will bring up the Sura river embankment reconstruction project for public discussion and debate, announced the head of the Urban Planning and Architecture Department of the city administration Olga Maximova during the press conference in the city hall on Wednesday, February 24.

“Rostov-on-Don chose to subject the project to public debate; I think that, since the river embankment zone is the city center, and all are invested in making the river embankment a place that everyone would be happy with, we are going to hold a public discussion of this project and present the concrete steps of its implementation to everyone,” she said.

According to Olga Maximova, at the moment, they have defined the paramount objectives for the reconstruction, including riverbed cleaning and sediment control, and brush-up for the zone adjacent to the Rostok monument.

“Later on, obviously, we will be resolving the sewer issue for the same objective. To do that, we need to have a project documentation, and, possibly through the help of the constituent territory [the region], we will set up a large-scale project that, among other things, will help both clean the water and organize higher-quality improvement measures for the river embankment zone,” clarified the head of the Urban Planning and Architecture Department.

They are already preparing the project documentation for the works, she added.

“It will be prepared in the nearest future. We allotted slightly under a month for this work. Next, we will be holding all necessary tenders to determine the party that will be calculating the cost estimate documentation,” Olga Maximova explained.

As she explained, it took 2.5 years for Rostov-on-Don to prepare the documentation before the concession agreement, and 5 months to execute the project itself.

In turn, Leonid Ioffe, chief architect of the Penza region, pointed out that the technical solutions in the project documentation will determine the time constraints for project execution.

As PenzaNews agency reported earlier, a group of 25 architects developed a Sura river embankment development project, which was prepared in three main fields – city planning, space-planning solution, and environment design – and split into three stages – pre-2018, pre-2023, and pre-2030.

On February 19, a delegation from the Penza region – featuring the chief architect of the region Leonid Ioffe, the head of Urban Planning and Architecture Department to the city hall Olga Maximova, and the general director of “Grazhdanproekt” Yuri Shlyakhin – left for Rostov-on-Don to study the target city’s experience of reconstructing the local river embankment zone.
