According to him, the delegates who had visited Rostov-on-Don with a business trip to study the target city’s experience of reconstructing the river embankment zone under a public-private partnership plan gave their report to the head of the region immediately before meeting with the press.

“He [Ivan Belozertsev] listened to the arguments of our delegation today, and saw what they did their. If one scrutinizes the details, you can see the elements where something was made, so to say, in a hurry. That is why the governor placed the importance first of all on using high-quality materials during the reconstruction. Such materials are made here, in the Penza region. First of all, we must focus on that,” Victor Kuvaytsev pointed out.

Another precondition set by the governor is related to making a clear reconstruction project that would be easy to understand by the citizen, the mayor added.

As PenzaNews agency reported earlier, a group of 25 architects developed a Sura river embankment development project, which was prepared in three main fields – city planning, space-planning solution, and environment design – and split into three stages – pre-2018, pre-2023, and pre-2030.

On February 19, a delegation from the Penza region – featuring the chief architect of the region Leonid Ioffe, the head of Urban Planning and Architecture Department to the city hall Olga Maximova, and the general director of “Grazhdanproekt” Yuri Shlyakhin – left for Rostov-on-Don to study the target city’s experience of reconstructing the local river embankment zone.
